Ilan Kelman

During FY2006, while working in CCB in the SERE Lab, Ilan focused on two main areas:

  • Disaster diplomacy, examining how disasters do and do not bring together enemy states.

  • Island vulnerability, exploring the challenges which isolated geographies face when dealing with risk and disasters by examining the processes which create, maintain, and could be used to reduce their vulnerability.


In addition to research publications and ongoing academic work, these projects included media interviews, non-academic presentations, and education and outreach activities to encourage others to become involved. Ilan's academic collaborators are from more than eight countries.

In support of these projects, Ilan made six trips and attended six other conferences and workshops in and around Boulder. His international visits were to Ecuador, Fiji, Newfoundland, and New Zealand for a combination of conferences and meetings while his domestic trips were to Boston and Idaho for conferences and to Los Angeles for a television interview.

Funding for each trip depended on the source, but in addition to support from The National Science Foundation, contributors to trips were the Canadian Rural Revitalization Foundation (for Newfoundland), the International Volcano Health Hazard Network (for Ecuador), Idaho State University (for Idaho), the Harvard School of Public Health (for Boston), and Becker Entertainment (for Los Angeles). The Geological Society of America supported attendance at one local conference.

 

Research Outputs

Ilan's research results published during FY2006 are:

  • Six research papers, one on warning systems, one on island vulnerability, two on disaster diplomacy, and two on disaster diplomacy for islands.
  • Two book chapters, both on disaster risk reduction, for Cambridge University Press but for different books.

  • Three conference presentations, two on different aspects of island affairs and one on disaster diplomacy.

  • Four conference posters, three on different aspects of island vulnerability and one on island affairs.

Additionally, he presented on panels at two academic conferences, one talk related to the impacts of climate change on small islands and one series of panels on disaster diplomacy applied to health issues. Finally, Ilan completed formal reviews of one paper for each of three journals, one book, one book chapter, and three research proposals.

 

Non-Research Activities

Ilan's non-research activities focused on using education and outreach for capacity building. He had fourteen media contacts resulting in five media appearances, with the rest being for information only. He reviewed a Master's curriculum for the University of Canterbury, New Zealand, as well as four non-research reports for institutes around the world. He had ten non-research articles published along with several of his photographs being used by agencies including the United Nations and BBC News. In addition to contributing to ASP's and UCAR's Education and Outreach programs, networks in which he was involved include the Boulder Creek Watershed Initiative, Boulder Valley Relocalization, the Coalition for Global School Seismic Safety, the Colorado All-Season Spotter Team, NCAR's Medical Emergency Response Team, Technical Support Services for Registered Engineers for Disaster Relief, and the United Nations International Strategy for Disaster Reduction's Knowledge and Education Cluster along with being a corresponding member of the U.K. Advisory Committee on Natural Disaster Reduction and the U.K. National Water Safety Forum - Information Group.
